TNPSC counselling: how certificate verification and post allotment work
On this page
For a recruitment with no interview, such as Group 4, TNPSC counselling is the last stage: candidates who have made the rank list are called to have their documents verified and to be matched to posts. In the Group 4 2026 notification (No. 11/2026), candidates are first shortlisted for onscreen certificate verification at 1:3 for general and 1:2 for reserved categories, and then for counselling at 1:3 and 1:1.5 for VAO, Junior Assistant and Steno-Typist posts. No counselling dates are announced for 2026, because the exam is on 10 January 2027.
This page explains what each stage involves, what to keep ready, and how to prepare your choice of post.
Where counselling comes in
For Group 4, the sequence in the notification is:
- Written exam (10 January 2027 for the 2026 cycle). Ranking is on written marks only.
- Marks and rank list. See Group 4 result.
- Onscreen certificate verification for the shortlisted candidates.
- Counselling for a narrower shortlist, in which posts are allotted.
- Physical standards and endurance tests, only for Forest Guard and Forest Watcher.
The notification states that the vacancies are tentative and liable for modification before counselling, so the list of posts open on the day can differ from the one printed in October 2026.
The shortlist ratios, with an illustration
A ratio of 1:3 means three candidates are called for every vacancy. The notification sets different ratios for general and reserved candidates, and a separate one for Typist posts. Here is what they mean if a group had 10 vacancies, as an illustration and not a real figure:
| Stage | Posts | General group (10 vacancies) | Reserved group (10 vacancies) |
|---|---|---|---|
| Onscreen certificate verification | VAO, Junior Assistant, Typist, Steno-Typist | 30 candidates | 20 candidates |
| Counselling | VAO, Junior Assistant, Steno-Typist | 30 candidates | 15 candidates |
| Counselling | Typist | 30 candidates | 20 candidates |
The numbers narrow at each stage, and the reserved ratio at counselling is the tightest at 1:1.5 for VAO, Junior Assistant and Steno-Typist. Being in the first list does not guarantee a post. Your rank has to be inside the counselling ratio for your category.
What happened in the 2024 cycle
The previous Group 4 notification we could check, No. 01/2024, had its exam on 9 June 2024 and TNPSC published candidates' marks on 28 October 2024. TNPSC then published a counselling list for that notification as a PDF. The list identifies candidates by register number only, and it covered post codes that included Executive Officer Grade IV (1655) and Junior Inspector of Co-operative Societies (1095). The file name carries the date 20250108, so the list appears to have been published about ten weeks after the marks. This is one cycle's experience, not a promise. Always follow the dates in TNPSC's own notices.
Documents to keep ready
TNPSC's call notice lists what to submit, and it is the final authority. In practice, the documents follow from what you claimed in your application. Start collecting them before the result:
- SSLC certificate and mark sheet, and the degree or HSC certificates if you used them for an age relaxation or a degree-based post.
- Community certificate, if you claimed BC, BCM, MBC/DC, SC, SC(A) or ST status.
- Disability, ex-servicemen or destitute-widow certificates, if you claimed those categories. For Group 4 2026, a destitute widow's monthly income must be no more than ₹8,000.
- Typewriting certificates from the government technical examination, and the computer on office automation (COA) certificate, for Typist and Steno-Typist posts.
- Proof of Tamil knowledge: Tamil as a language in your school or degree, Tamil-medium high school, or TNPSC's Second Class Language Test.
- Your hall ticket, the application copy and the ID proof named in the notice.
The notification treats a false fee-concession claim as grounds for rejection and a one-year debarment, so check every claim against its certificate now. A mismatch in name, date of birth or community between documents is better fixed before a call arrives.
How to choose a post
TNPSC's counselling notice sets the exact procedure. If posts are offered in rank order, as is usual, some will already be taken by the time your turn comes, so prepare a ranked list in advance:
- List every post code you are eligible for, with its department and pay level. Group 4 2026 pay levels run from Level 3 (Forest Watcher) to Level 10 (Steno-Typist Grade III and Junior Inspector of Co-operative Societies), with Level 8 for VAO, Junior Assistant, Typist and Bill Collector. The salary page explains levels.
- Note job conditions. VAO is a field post, with the duties explained on the VAO page. Executive Officer Grade IV is open to Hindu candidates only, and is covered in Executive Officer exams.
- Decide your order of preference and a fallback for each, since the one you want may be filled by the time your rank is called.
- Check the vacancy figures again just before counselling, because the notification says they can change. The vacancies page lists the Group 4 2026 numbers.
Compare pay level with the number of seats. Steno-Typist Grade III (Level 10) has 209 vacancies, while Junior Assistant (Non-Security, Level 8) has 2,610, so far fewer candidates can get the first.
Special cases
- Forest Guard with Driving Licence and Forest Watcher: a physical standards test and an endurance test, in Chennai only. Men walk 25 km and women and third-gender candidates 16 km in 4 hours.
- Typist and Steno-Typist: they need the typewriting qualification named in the notification, and the Typist counselling ratio for reserved candidates is 1:2.
- Corporation posts: some, such as Junior Assistant (Accounts) at the TN Power Distribution Corporation, have their own qualification, such as a degree, and a board pay scale.
After counselling
TNPSC publishes disclosures about a recruitment after it is complete, under its open data policy. That is where cut-off details may appear, but we could not verify a Group 4 cut-off table for recent cycles. The Group 4 cut-off page explains what decides the effective cut-off.
How PrepMatic helps
Counselling depends on rank, and rank depends on your marks. PrepMatic's free assessment shows a projected score and your weakest subjects, and its full-length mocks match the 200-question, 180-minute Group 4 paper, so you can see how your marks are developing. Results show the subject that cost you the most marks, and mocks can be focused on your weak subjects. PrepMatic has no role in counselling itself.
Frequently asked questions
What is TNPSC counselling?
It is the stage after the rank list when shortlisted candidates have their certificates verified and are allotted posts in rank order. Group 4 has no interview, so counselling follows the written exam.
How many candidates are called for TNPSC counselling?
In the Group 4 2026 notification, 1:3 for general candidates and 1:1.5 for reserved candidates for VAO, Junior Assistant and Steno-Typist posts. For Typist, 1:3 and 1:2.
Does a high rank decide the post I get?
Rank decides your position in the list. The posts open when your turn comes depend on how many vacancies remain, and TNPSC's notice sets the procedure, so prepare a list of preferences with fallbacks.
What documents are needed for TNPSC counselling?
Those named in TNPSC's call notice. They typically cover the certificates behind your application claims: education, community, disability or other categories, typewriting and Tamil knowledge.
Can vacancies change before counselling?
Yes. The Group 4 2026 notification says the vacancies are tentative and liable for modification before counselling.
