The 2026 TNPSC Group 4 notification (No. 11/2026) lists two different Bill Collector posts with two different pay levels. The Tamil Nadu Ministerial Service Bill Collector (post code 2500, 59 vacancies) is at Level 8, which is ₹19,500 to ₹62,000 a month. The Tamil Nadu Urban Habitat Development Board Bill Collector (post code 3214, 38 vacancies) is at Level 3, printed in the notification as ₹16,600 to ₹52,400. Both vacancy counts are tentative.

The Level 8 range is from Schedule-I of G.O. Ms. No. 303 (11 October 2017), summarised on the salary hub. The Board post's range is printed in the notification and matches Level 3 in the same schedule. Check which post code you are applying for, because the two ranges differ by thousands of rupees.

What is added to basic pay

Both posts get dearness allowance on basic pay, plus house rent allowance and any city compensatory allowance according to the place of posting. For the Board post, which sits in a board rather than a government department, check the Board's own service rules for allowances. Deductions include professional tax, income tax and the contribution your post carries. Annual increments move pay one cell down the level on 1 January, 1 April, 1 July or 1 October.

What a Bill Collector does

The notification does not list duties. In general a Bill Collector raises and collects dues that the department or body is owed, whether taxes, rents or charges. The job is to issue receipts, keep demand and collection registers, remit the money to the treasury or bank on time and follow up on arrears. Cash handling and field visits are part of the work.

Promotion

Ministerial Service Bill Collectors can move to higher ministerial grades under their department's service rules and seniority, and the Board's staff follow the Board's own promotion rules. Each promotion changes your level. Until then pay grows with the annual increment within your level.

How to get the post

Both posts are filled through the TNPSC Group 4 exam. The qualification is a pass in SSLC. Age as on 1 July 2026 is 18 to 30 for Others, with higher limits for BC, MBC, SC and ST categories. One paper of 200 questions for 300 marks, no interview. Part A is the Tamil Eligibility-cum-Scoring Test and you must score 40 per cent in it. See the Group 4 syllabus and eligibility guide.

Frequently asked questions

What is the salary of a Bill Collector in TNPSC Group 4?

Basic pay starts at ₹19,500 a month for the Ministerial Service post (Level 8) and ₹16,600 for the Urban Habitat Development Board post (Level 3). Allowances are added and deductions taken off.

Why do the two Bill Collector posts have different pay?

They belong to different services. The notification prints the pay level for each post code separately, so the Ministerial Service post and the Board post sit at different levels.

Is Bill Collector the same as Tax Collector?

No. The Tax Collector post in the Greater Chennai Corporation is a separate post at Level 8 with its own post code.
