Yes, for Office Assistant and Officer Scale I. IBPS RRBs-XV treats proficiency in the local language as an essential qualification. You prove it by showing that you studied the state's language in Standard VIII or above. If you have not, you get six months from joining to acquire it.

What the notification says

For the Office Assistant (Multipurpose) and Officer Scale I (Assistant Manager) posts, the local language of the state is an essential qualification.

  • Proof: a certificate or mark-sheet showing you studied the language in Std VIII or above.
  • If you cannot show it: you must acquire proficiency within six months of joining. The RRB board can extend that period, but not beyond the end of probation.
  • No separate test: the RRBs-XV notification does not describe a separate Language Proficiency Test of the kind IBPS Clerk and SBI Junior Associate have.

Tamil Nadu

For Tamil Nadu the regional rural bank is Tamil Nadu Grama Bank, headquartered in Salem, and the language is Tamil. Tamil Nadu candidates who studied Tamil at school can show it from their school records.

Officer Scale II and III

The notification describes no local-language test for officers in Scale II and Scale III.

Language and the exam medium

Local language as a job qualification is separate from the language of the question papers. For Office Assistant and Scale I the papers are in English, Hindi and the state's regional language, so Tamil for Tamil Nadu. In the Mains you also choose English or Hindi for the language paper, which is a different matter. For the clerk-level exam medium, read writing IBPS Clerk in Tamil.

How this compares with the clerk exams

IBPS Clerk and SBI Junior Associate use a post-selection test; see the IBPS Clerk language test. IBPS RRB relies on a school-record qualification and a grace period instead. For the whole RRB process, read the IBPS RRB PO and clerk guide, and for the other criteria, the bank exam eligibility guide.
