Deemed universities in NEET counselling
On this page
A deemed university is a higher-education institution that has been given university status and can award its own degrees. For NEET counselling, the point to know is that MCC counsels 100% of the MBBS and BDS seats in deemed universities. The state authority does not, which is why Tamil Nadu's state quota excludes them.
How deemed universities fit into counselling
| Seat type | Counselled by |
|---|---|
| Government college, state quota | State authority (in Tamil Nadu, the Selection Committee) |
| Government college, All India Quota | MCC |
| Self-financing college, Government and Management Quota | State authority |
| Deemed university, all seats | MCC |
The Tamil Nadu 2026-27 prospectus lists deemed universities as outside the state quota. Applying to Tamil Nadu counselling does not give you access to them, and the reverse is also true.
What changes for you
- Separate registration. You register on the MCC portal for them. Doing so is not part of the state application.
- Fees. Fees are generally much higher than in government colleges. For comparison, the annual MBBS fee in a Tamil Nadu government college in 2026-27 is Rs.18,073, of which tuition is Rs.6,000. Deemed universities set their own fees, which are published in MCC's information bulletin and on each institution's website.
- Deposit. One publisher reported a registration fee of Rs.5,000 and a refundable security deposit of Rs.2,00,000 for deemed universities in the 2026 MCC counselling. That is not a confirmed MCC figure, so see the security deposit page and check mcc.nic.in.
- Reservation. Do not assume that the state's reservation applies. Read MCC's bulletin for the rules of each institution.
Planning around them
Compare the full course fee, not only the first-year fee, and check each institute's seat count. If you want deemed universities as a fallback, place them below the government seats you prefer when you do choice filling. Because their seats are within MCC rounds, the same rounds, deposit rules and deadlines apply. See the counselling process guide for the sequence.
