State government mirrors the Union Executive, so Tamil Nadu questions are often a state version of a national fact: the Governor instead of the President, the Chief Minister instead of the Prime Minister, the Legislative Assembly instead of the Lok Sabha. The five questions below test the appointment rules, the qualifications and one distinctly Tamil Nadu fact. The general guide is TNPSC Indian Polity, which is part of a unit with about 15 of the 75 General Studies questions.

What this topic covers

  • The Governor: appointment, qualifications, term and powers.
  • The Chief Minister and Council of Ministers: appointment and collective responsibility to the Legislative Assembly.
  • The State Legislature: the Legislative Assembly and the optional Legislative Council.
  • Tamil Nadu specifics: the unicameral Assembly, Fort St George as the seat, and the Madras High Court.

  • B. 234

  • D. 294

Answers and explanations

  1. B. The President appoints the Governor, who holds office during the President's pleasure for a normal term of five years. The Chief Minister is appointed by the Governor.
  2. C. A Governor must be a citizen of India and at least 35 years old, the same minimum as for the President. Members of the Rajya Sabha need to be 30.
  3. D. The Tamil Nadu Legislative Council was abolished in 1986, so the state has a unicameral legislature: only the Legislative Assembly remains.
  4. A. The Chief Justice of the High Court of the state, or the senior-most judge if the Chief Justice is not available, administers the oath. Here that is the Chief Justice of the Madras High Court.
  5. B. Tamil Nadu's Assembly has 234 constituencies. Karnataka has 224, Kerala 140 and Uttar Pradesh 403, so the number 234 is worth remembering as a Tamil Nadu fact.

How to prepare state government

Start with the comparison table above, since it turns half the chapter into transfer questions. Then add the points that are specific to a state: the Governor can act on the aid and advice of the Council of Ministers, can reserve certain bills for the President, and can issue ordinances when the Assembly is not in session. The Chief Minister is the real head of the government.

For Tamil Nadu, write three lines on a card and revise them weekly:

  • Unicameral legislature, since 1986.
  • 234 Assembly constituencies.
  • The seat of the government is Fort St George, Chennai.

Then link state government to the machinery below it. The officials covered in TNPSC development administration practice (the Collector, the Tahsildar, the Block Development Officer) carry out the decisions of the Council of Ministers. For the Union-level equivalents, practise TNPSC Parliament and Union Executive questions alongside this page.

Do not rely on lists of current ministers or office-holders in a coaching booklet. Those change, and they make poor revision material compared with rules that stay fixed.
