TNPSC Parliament and Union Executive practice questions
On this page
Parliament and the Union Executive give some of the most predictable questions in the Indian Polity unit: who presides, who elects, what age, which House. The five questions below cover each of those patterns. The wider guide for the subject is TNPSC Indian Polity, which sits in a unit worth about 15 of the 75 General Studies questions in the Group 4 paper.
What this topic covers
- Parliament: the President, the Lok Sabha and the Rajya Sabha, their qualifications, terms and powers.
- The Union Executive: the President, the Vice-President, the Prime Minister and the Council of Ministers.
- Legislative procedure: ordinary bills, Money Bills, joint sittings.
- Accountability: the Council of Ministers answers to the Lok Sabha.

- D. Elected members of State Legislative Assemblies
Question 5
The Council of Ministers is collectively responsible to the:
- A. President
- B. Lok Sabha
- C. Rajya Sabha
- D. Supreme Court
Answers and explanations
- B. A person must be at least 30 to sit in the Rajya Sabha and at least 25 for the Lok Sabha. The minimum age for President and Vice-President is 35.
- D. The Speaker of the Lok Sabha presides over a joint sitting, called under Article 108 when the Houses disagree on an ordinary bill. The Vice-President presides over the Rajya Sabha, not the joint sitting.
- A. A Money Bill is introduced only in the Lok Sabha, and only on the President's recommendation. The Rajya Sabha can recommend changes within 14 days, but the Lok Sabha may reject them.
- C. The electoral college consists of the elected members of both Houses of Parliament and of the State Legislative Assemblies (including Delhi and Puducherry). Members of Legislative Councils and nominated members do not vote.
- B. Under Article 75(3), the Council of Ministers is collectively responsible to the Lok Sabha. If the House passes a no-confidence motion, the whole Council must resign.
How to prepare Parliament and the Executive
Make three small tables and nothing more. The first compares the Houses, as above. The second lists qualifications and election method for President, Vice-President and members of Parliament. The third lists who appoints whom: the President appoints the Prime Minister, the Prime Minister recommends other ministers, and the President appoints the Governors, Chief Election Commissioner and Supreme Court judges.
Then practise two kinds of reasoning. First, spot the "only" trap in Money Bill questions: a Money Bill starts in the Lok Sabha only, but an ordinary bill can start in either House. Second, link the executive to the state level, which is covered in TNPSC state government practice, because TNPSC often asks the Union and state versions of the same fact side by side.
Do not spend time on exact seat numbers beyond the maximum figures in your textbook, since delimitation can change them; focus on rules that do not change.
