Development Administration in Tamil Nadu shares Unit V with the Indian economy, which makes the unit about 20 of the 75 General Studies questions in the Group 4 and Group 2 prelims papers (TNPSC's split is indicative). Questions come from how the state is administered, what welfare schemes exist and which laws shape governance. The five questions below sample each of those. The wider syllabus view is in TNPSC Development Administration in Tamil Nadu.

What this topic covers

  • The administrative ladder: Secretariat, districts, revenue divisions, taluks, firkas and villages.

  • Welfare and human development: noon meals, the public distribution system, pensions, health and education indicators.
  • Governance tools: the Right to Information Act and e-governance services.

In Tamil Nadu, citizens can apply online for services such as community and income certificates through:

  • A. fair price shops
  • B. e-Sevai centres
  • C. Anganwadi centres
  • D. primary health centres

Answers and explanations

  1. B. The Tahsildar heads the taluk. The Revenue Divisional Officer is one rung above and supervises several taluks, and the District Revenue Officer works at district level.
  2. D. M. G. Ramachandran launched the Nutritious Noon Meal Scheme statewide in 1982. Kamaraj is remembered for extending the earlier mid-day meal programme to government schools in the 1950s, so read the year in the question carefully.
  3. A. The Block Development Officer runs the administration of a block and carries out rural development programmes. The Tahsildar and the Revenue Divisional Officer belong to the revenue line.
  4. C. The Act received assent in June 2005 and came into full force on 12 October 2005. It lets citizens obtain information from public authorities.
  5. B. e-Sevai centres deliver online government services, including certificates, under the state's e-governance programme. The other options do not issue certificates.

How to prepare development administration

First, learn the administrative ladder in the table, bottom to top and top to bottom. A line like "Village Administrative Officer, Revenue Inspector, Tahsildar, Revenue Divisional Officer, Collector" is a favourite question form, and Group 4 candidates who aim for the VAO post should treat it as core knowledge.

Second, keep a welfare-scheme sheet with three columns: what the scheme is, the year it started and who started it. Scheme names change with governments, so also write the plain description (for example "noon meal for school children") next to the name. Most questions use the description, not the brand.

Third, keep up to date, because this unit is the one most affected by recent changes. Read a monthly government summary or the Tamil Nadu government's official portal, and do not trust coaching notes older than the current year. Concepts such as the RTI Act or the administrative ladder, by contrast, stay fixed.

Link the unit forward: reservation and the Dravidian social-justice story are in TNPSC social justice and reservation practice, and rural bodies are in TNPSC local government practice.
