Local government links two TNPSC units at once. It is part of Indian Polity (about 15 of the 75 General Studies questions) and it also feeds the Tamil Nadu development administration questions, where panchayat structure and rural development are asked. Group 4 candidates should know it well, because the village is where the VAO and the panchayat both work. The five questions below test the amendments, the committees and Tamil Nadu's own structure. The wider guide is TNPSC Indian Polity.

What this topic covers

  • Constitutional background: Article 40, the Balwant Rai Mehta Committee (1957), and the 73rd and 74th Amendments (1992).
  • Rural local bodies: the Gram Sabha, village panchayat, panchayat union and district panchayat in Tamil Nadu.
  • Urban local bodies: municipal corporations, municipalities and town panchayats.
  • Common features: a five-year term, regular elections, reserved seats and a State Election Commission.

Tamil Nadu's three rural tiers, from the bottom up, are the village panchayat, the panchayat union (the block) and the district panchayat. Its urban local bodies are town panchayats, municipalities and municipal corporations, graded by the size of the town or city.

Elections to panchayats are conducted by the:

  • B. District Collector
  • C. State Election Commission

Answers and explanations

  1. C. The 73rd Amendment (1992) added Part IX to the Constitution and gave constitutional status to panchayats. The 74th Amendment did the same for municipalities.
  2. A. Tamil Nadu has a three-tier rural system: village panchayat, panchayat union at block level, and district panchayat. A Taluk Board belongs to the old pre-Independence system and a Divisional Council is not a rural local body.
  3. D. The Balwant Rai Mehta Committee (1957) recommended three tiers: village, block and district. The Ashok Mehta Committee (1977) later proposed a two-tier model.
  4. B. The Gram Sabha is the body of all adults whose names are on the electoral roll of the village. It is the foundation of the panchayat system.
  5. C. Under Article 243K, panchayat elections are conducted by the State Election Commission, which is independent of the Election Commission of India.

How to prepare local government

Learn this chapter as a timeline, then as a structure. The timeline: Article 40 in the Directive Principles, the 1957 Balwant Rai Mehta Committee, the 1977 Ashok Mehta Committee, then the 73rd and 74th Amendments (1992), which took effect in 1993. The structure: the three tiers above, the Gram Sabha at the base, and the officials who run each tier.

For Tamil Nadu, add three layers of detail. First, the administrative heads: the Block Development Officer at the panchayat union, and the elected presidents and chairpersons at each level. Second, the role of the Village Administrative Officer in revenue work (different from the panchayat president's elected role). Third, welfare schemes that the panchayats help to deliver, which are covered in TNPSC development administration practice.

Avoid memorising the exact reservation percentages or the number of local bodies from a coaching note, since both can change. Check the current figure on the state government's website if you need it, and prefer rules that do not change, such as the five-year term and the State Election Commission.
