Cabinet approves the Integrated Transport and Logistics Authority (ITLA)
On 6 October 2026 the Union Cabinet approved setting up a Special Purpose Vehicle called the Integrated Transport and Logistics Authority (ITLA). It is meant to strengthen research, planning, appraisal, monitoring and impact assessment across transport and logistics. The aim is to end fragmented planning among the many transport ministries and agencies.
What ITLA will do
- Apex body. It will act as the national apex institution for integrated transport and logistics planning, research, project appraisal, monitoring, policy support and data analytics.
- National Transport Master Plan. It will prepare a plan with a horizon of ten years or more, covering roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics.
- Technical appraisal. It will appraise Government of India infrastructure projects costing ₹500 crore or more. Financial appraisal continues through the existing mechanisms.
- Monitoring. It will monitor projects above ₹500 crore and carry out post-implementation impact assessments.
- Data. It will build a National Transport Data Repository (NTDR) using sources such as the GSTN e-way bill, FASTag, Vahan, GPS-based systems and urban traffic management systems.
- Policy and skills. It will advise on reviewing the National Logistics Policy (2022), and support capacity building and research.
