From 15 September 2026 the Tamil Nadu Commissionerate of Transport and Road Safety issues Driving Licences (DL) and Registration Certificates (RC) in digital mode instead of physical cards across the state. The change follows the Chief Minister's announcement in the Legislative Assembly on 2 September 2026 under Rule 110.

How it works

  • The Digital DL can be downloaded from the SARATHI portal and the Digital RC from the VAHAN portal.
  • Both can also be opened through the DigiLocker and mParivahan mobile apps.
  • Help desks at Transport Department offices across the state help people download documents, update the mobile number on a DL or RC, and find a DL application number.
  • A printed colour copy is available at any e-Sevai Centre on showing the SMS received on the registered mobile number, for ₹60 per document.

The department asks every licence holder and vehicle owner to make sure the mobile number on the DL or RC is current, preferably the number linked to Aadhaar, and to update it online through the Parivahan portal. Posters in Tamil and English and instructional videos on the department's YouTube channel explain each step.

Why it matters for TNPSC

E-governance and citizen services are part of Unit V, Development Administration in Tamil Nadu. The release states the aims: transparent, citizen-friendly administration, fewer visits to the RTO, and less dependence on physical documents. The development administration guide covers the wider themes.
