Tamil Nadu state commissions: constitutional and statutory bodies
On this page
Tamil Nadu's best-known commissions are the Tamil Nadu Public Service Commission (TNPSC, a constitutional body under Articles 315 to 323), the State Election Commission (Article 243K), the State Finance Commission (Article 243I), and statutory bodies such as the State Human Rights Commission, the State Commission for Women and the State Information Commission. The table says what each does and what law creates it, which is how exam questions are framed.
Constitutional bodies
| Body | Constitutional basis | Main function |
|---|---|---|
| Tamil Nadu Public Service Commission (TNPSC) | Articles 315 to 323 | Conducts recruitment exams for state services (Groups 1, 2, 2A, 4 and the technical services), and is consulted on service matters |
| State Election Commission | Article 243K (panchayats) and 243ZA (municipalities) | Conducts elections to rural and urban local bodies; the State Election Commissioner is appointed by the Governor |
| State Finance Commission | Article 243I (and 243Y for municipalities) | Constituted every five years to recommend how state revenue is shared with local bodies |
TNPSC in detail. TNPSC traces its history to the Madras Service Commission, which began work in 1929; it is among the oldest state commissions in the country. The Chairman and members are appointed by the Governor. As per Article 316, a member holds office for six years or until the age of 62, whichever is earlier. TNPSC publishes an annual planner, the notifications, answer keys and results on tnpsc.gov.in. For the groups and posts it recruits for, see TNPSC groups explained. The State Election Commission and Finance Commission are tied to the local bodies in local bodies of Tamil Nadu.

Constitutional vs statutory: the exam distinction
- A constitutional body is created by the text of the Constitution itself (TNPSC, State Election Commission, State Finance Commission). The Constitution also sets the terms of appointment and the safeguards.
- A statutory body is created by an Act of Parliament or of the State Legislature (Human Rights Commission, Women's Commission, Information Commission, Lokayukta). Its powers can be changed by amending the Act.
For how the state's community lists and quotas work, which the Backward Classes Commission advises on, see Tamil Nadu reservation system.
Who holds the posts now
This page does not name present chairpersons and members, because they change with appointments and each commission publishes its own list. If a question asks "who is the Chairman of ...", read the commission's official page and the Government Order appointing the person.
