Local bodies of Tamil Nadu: rural and urban tiers explained
On this page
Tamil Nadu has a three-tier rural system (village panchayat, panchayat union and district panchayat) under the Tamil Nadu Panchayats Act, 1994, and an urban system of town panchayats, municipalities and municipal corporations. They exist because of the 73rd and 74th Constitutional Amendments (1992), which came into force in 1993. This page lists the tiers, their heads and the rules examiners ask about.
The tiers at a glance
| Level | Body | Head | Executive officer | How the head is chosen |
|---|---|---|---|---|
| Rural, lowest | Village panchayat | President | Panchayat secretary | Directly elected by voters |
| Rural, middle | Panchayat union (block) | Chairman | Block Development Officer | Elected by the ward members |
| Rural, top | District panchayat | Chairman | Officers of the Rural Development department | Elected by the ward members |
| Urban, small | Town panchayat | Chairperson | Executive officer | Elected by the councillors |
| Urban, medium | Municipality | Chairperson | Commissioner | Elected by the councillors |
| Urban, large | Municipal corporation | Mayor | Commissioner | Elected by the councillors |
In the 2022 urban local body elections, mayors and chairpersons were chosen by the elected councillors. This method has changed more than once, so read the current Act and the latest news if a question asks about direct election.
Rural bodies
- Gram Sabha. All adults in the village on the electoral roll. It meets on fixed days in the year. The days include Republic Day (26 January), Labour Day (1 May), Independence Day (15 August) and Gandhi Jayanti (2 October), and more days have been added in recent years, so check the Rural Development Department notice for the current calendar.
- Village panchayat. The President is directly elected in Tamil Nadu. There are about 12,500 village panchayats and 388 panchayat unions (blocks), and a district panchayat for each district apart from Chennai. The number of district panchayats rose as new districts were created.
- Panchayat union. The block-level body whose executive is the Block Development Officer (BDO). The Union elects its chairman from among the ward members.
- District panchayat. The top rural tier, which looks at rural development across the district. Chennai district has none because it is entirely urban.
Urban bodies
- Municipal corporations. Chennai (the Greater Chennai Corporation) has 200 wards in 15 zones. The Madras Corporation, set up in 1688, is regarded as the oldest municipal corporation in India. At the 2022 elections, Tamil Nadu had 21 corporations. The state has added corporations since, so check the Directorate of Municipal Administration for the current list.
- Municipalities. 138 at the time of the 2022 elections.
- Town panchayats. About 490 at the time of the 2022 elections. These are small urban areas, run by an elected chairperson and an executive officer.
Numbers in this section are rounded, and the urban ones are for the 2022 round of elections, because new bodies are created and old ones are upgraded.
